Those are just tech yuppies. They're expected to dress like they shop at J Crew and Urban Outfitters. They'd be in suits if that was standard for tech companies. Rich hipsters don't usually bother with SF, they live in LA or NY (or both) and struggling ones can't afford SF and are in Oakland, Portland, LA, Denver, Austin.
